Abstract

Territory planning, with an environmental vision, has become one of the biggest challenges for all levels of government in Mexico. This article critically analyzes —from a public policy perspective— the legal scaffolding of the Territorial Ecological Ordering (OET for its acronym in Spanish) as the backbone instrument for environmental policy of territorial planning. The central objective is to identify the causes that affect the successful construction and implementation of OETs. The case of Michoacán is addressed and some negative implications happening due to the lack of adequate environmental planning are documented. In this context, the article proposes elements for the redesign of OETs to make their effectiveness possible.
