Decentralized international cooperation for international migration in Mexico

This article aims to conduct a theoretical review and documentary analysis of decentralized international cooperation related to international migration in Mexico. It first addresses the theoretical approach to international cooperation and the participation of subnational governments, particularly municipal governments, in the international system. Subsequently, it discusses the cases of Ciudad Juárez, Chihuahua, and Tapachula, Chiapas, as examples of Mexican municipalities that carry out collaborative actions with federal and international agencies to contribute to addressing the migration phenomenon. It concludes that, despite the existence of local international actions and collaboration with national international agencies, subnational governments still face restrictions and limitations when defining public policies and actions to mitigate the effects of migration and the violation of migrants' rights. Therefore, subnational governments need to implement greater multilevel cooperation mechanisms to respond more adequately to the challenges posed by international migration.
