Abstract

The purpose of this article is to contribute to the study of developmental policies in Indonesia, by analyzing the planning, operation, and consequences of the transmigration program in West Papua, during the period of President Suharto (19661998). This article discusses this policy in order to understand how this development and control apparatus has caused conflicting results in the region. Instead of the State strengthening its power, the reality is that it has caused more political and social instability. The study is focused on the provincial level as an example of its scope at the national level.
